The Global Shipping Industry is not on track to meet 5% of zero-emission fuel target by 2030

At the recent Global Maritime Forum's annual summit in Athens held from 17-19 October 2023, the latest assessment finds that current scalable zero-emission fuel (SZEF) production in the pipeline would cover just a quarter of the fuel needed by 2030.

Earlier in July 2023, the International Maritime Organisation has revised its greenhouse gas (GHG) strategies and targets, which includes the uptake of zero or near-zero GHG emission technologies, fuels and/or energy sources which are to represent at least 5%, striving for 10%, of the energy used by international shipping by 2030. The end goal is to reach net-zero emissions by 2050. Based on the latest assessment launched at the Global Maritime Forum's annual summit, the global shipping industry is not on track to meet 5% of zero-emission fuel target by 2030.

The global shipping industry accounts for over 80% of the world's trade volume and about 3% of the world's greenhouse gas emissions, with emissions increasing by 20% in just a decade and with forecasted further emission growth up to 30% by 2050. There is an urgent need to decarbonize the maritime transport as soon as possible, while ensuring economic growth. Due to the huge investment costs involved, maintaining the right balance is not an easy feat. While the shipping lines are in transition to cleaner fuels, this switch is still in the early stages and, as high as 99% of the global fleets are still reliant on the conventional fuels. While some of the newer vessels are designed for alternative fuels, the current delivery and orders of such orders are only one-fifth of the requirements to meet the mid-term goals.

The shipping lines have been explicit that the decarbonization costs will be passed on to shippers, who generally accepts that the decarbonization efforts would result in the increase of freight rates. However, there are different expectations between the carriers and the shippers, and lack of transparency on the increased surcharges, which would have to be mitigated in the long run.

With the unprecedented challenges already faced by the global shipping industry, the increase in fuel costs, along with the global economic slowdown would post a major challenge for the industry.
