Notice - Implementation of SCMTR by Indian Customs

The SCMTR (Sea Cargo Manifest and Transhipment Regulations) implementation will be effective from 16 January 2025 by Indian Customs and will be applicable for all ports across India.

As per the new SCMTR guidelines 2018 introduced by the Central Board of Indirect Taxes and Customs on 1st Aug 2019, The SAM (SEA ARRIVAL MANIFEST) is required to be submitted to Indian customs 72 hours prior to departure of vessel from the last foreign port. Hence all are requested to provide Pre-alert documents at the earliest to avoid any Penalties / Non-filing of HBL in customs.

Kindly note the below mandatory details is to be declared on HBL for FCL/LCL.

1. HS code is required in JSON structure/ filling under SCMTR.
2. Cargo value is not required to be declared on HBL
3. Consignee GSTIN / PAN / IEC code, email id is required as per customs PN & billing purpose
4. Notify party PAN also required
